France's Political Permacrisis: The Beginning of a Fresh Governmental Reality
In October 2022, as Rishi Sunak assumed office as the UK's leader, he became the fifth consecutive British prime minister to occupy the role in six years.
Triggered in the UK by Brexit, this signified unprecedented political turmoil. So what term captures what is unfolding in the French Republic, now on its sixth prime minister in 24 months – three of them in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the cost of his administration's continuation.
But it is, in the best case, a temporary fix. The EU’s number two economic power is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for many years – perhaps not since the establishment of its Fifth Republic in 1958 – and from which there seems no simple way out.
Governing Without a Majority
Key background: from the moment Macron called an risky early parliamentary vote in 2024, France has had a hung parliament separated into three warring blocs – left, far right and his own centre-right alliance – without any group holding a clear majority.
Simultaneously, the country faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to approve a 2026 budget that starts controlling expenditures are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.
So much so that the following day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.
A further unexpected development: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to salvage cross-party backing – a mission, to put it gently, filled with challenges.
Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu stuck at his job, engaging with all willing listeners. At the end of his 48 hours, he went on TV to say he thought “a solution remained possible” to prevent a vote. The leader's team announced the president would appoint a new prime minister 48 hours later.
Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?
In a critical address, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be suspended until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would not back censorship votes proposed against Lecornu by the extremist factions – meaning the government should survive those ballots, scheduled for Thursday.
It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is just the start.”
Changing Political Culture
The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, similar to the Socialists, the right-leaning parties are themselves divided over how to handle the new government – certain members remain eager to bring it down.
A glance at the parliamentary arithmetic shows how difficult his mission – and future viability – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR seek his removal.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth unstable premier in two years is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament summons up the collective responsibility to pass a budget by year-end, the outlook afterward look grim.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After a presidential vote, his replacement would dissolve parliament and aim for a legislative majority in the following election. But this also remains unclear.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and compromise is not synonymous with failure.
Numerous observers believe that transformation will not be feasible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
“The system wasn't built to encourage – and actively discourages – the formation of ruling alliances common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
